$6 billion telecom bankruptcies left hanging in India as ministries argue

 The telecom department challenged any sale before its dues are cleared, a view opposed by the corporate affairs ministry

Lenders contested the telecom ministry’s petition in court, saying without sale of airwaves rights the bankruptcy resolution would fail.

Bickering among Indian government ministries and a deferred top court decision on the sale of bankrupt telecom companies’ rights to use mobile phone spectrum has derailed the resolution of the industry’s biggest bankruptcies, leaving banks waiting for $5.7 billion in payments.

India’s top court in a verdict on telecom dues earlier this month asked a lower court to first rule on the dispute raised by the federal telecommunications ministry against a group of government-owned banks led by State Bank of India over the legality of the sale of airwave licenses of collapsed mobile phone operators.

The case is yet another example of how government branches are delaying bankruptcy settlements in a country whose banks suffer the world’s worst bad debt ratios. Pandemic Causes Surge in Support Calls, Can Chatbots Help?

 Shopping from home during the coronavirus has necessarily caused a surge in online retail transactions. That, in turn, has pushed a big spike in support calls, which has posed some problems, especially for larger e-tailers. Fortunately, chatbot technology has been there to take on the brunt of this burden. Recent research by Digital360Commerce quantifies the spike at a whopping 426 percent increase in chatbot-driven customer service sessions in April, 2020 as compared to the preceding February.

The challenge for human service agents is that despite the ease with which most voice over IP (VoIP) call centers claim they can handle agents that work in distributed environments (at home, for instance), most support services aren't set up that way with only their central call centers having the network infrastructure to handle the new volume of support calls. The company has promoted it at a forum sponsored by Fortune Magazine and among the well-heeled at the World Economic Forum’s meeting in Davos.

5G Open Innovation Lab, backed by corporate giants, reveals 16 startups in second cohort

 The 5G Open Innovation Lab (5G OI Lab), a startup program funded by T-Mobile, Intel, and NASA, today revealed its second cohort of companies.

The Bellevue, Wash.-based lab debuted in early May and wrapped up its first 12-week program in July. It aims to help entrepreneurs take advantage of  how to become a computer engineer technology and build connections with a variety of partners from the public and private sphere.

Unlike many accelerators and incubators, the lab does not take equity stakes in the startups. But the sponsoring companies get early access for potential venture investments and are part of the cohort selection process. They also get a chance to work with early-stage startups that could end up being the next billion-dollar tech giant.

The lab is also a founding member of a Washington state “Innovation Partner Zone,” an alliance developed by the Department of Commerce to help spur collaboration between institutions, government organizations and companies. The Pacific Northwest National Laboratories, Snohomish County, Washington State University (WSU), the University of Washington, T-Mobile, and the City of Bellevue are part of the “5G Open Innovation Zone,” in addition to the lab.

Research reveals extent of outsourcing Australian Public Service jobs

The federal government has been spending more than $5 billion a year on labour-hire and consultants, new analysis has found.

The research conducted by the ABC looked at roughly 120,000 federal government contracts for services including consulting, staffing and recruitment. It has estimated that the federal government’s market for private labour has doubled in the past five years.

The Department of Defence, the Australian Taxation Office, and Services Australia have spent the most on contractors, while companies such as Manpower, computer science vs computer engineering have been awarded the most, the ABC has found.

Meanwhile, documents obtained under Freedom of Information laws have revealed that some major federal departments have been outsourcing thousands of non-IT public service roles, including senior positions.

A senate committee earlier this year noted that the federal government’s controversial average staffing level cap has led APS agencies to use more contract labour, costing tax-payers more in the long run. The committee called for the ASL cap to be abolished, arguing that “outsourcing government services is an activity fraught with risk”.

In its submission to that senate inquiry, Services Australia argued that outsourcing employees had been a “cost-effective” way to deliver services within the limitations of the staff cap.

“Additional resources are sometimes required to deliver on government priorities or to progress initiatives to transform and modernise our technology and capability. Employing non-APS staff provides timely access to the people needed for specific and often time-limited priorities … where we are already operating at our ASL limit, it is important to be able to access non-APS resources to make sure we have the capacity to deliver on all of the government’s priorities,” it said.

UCLA Ranked No. 2 for 2020 Aerospace and Defense Research Investment

Low voltage technology demand grows, no degree required

 It’s no secret, COVID-19 has dislocated many workers and some job seekers will have to head back to the classroom. But there’s an industry that’s growing and that doesn’t require a degree.

There’s a simulated fire alarm going off and it’s Alex Acevedo’s job to know what it takes to install, test, and inspect it.

“You’re protecting a building so you need to know what you’re doing and have everything covered,” said Alex Acevedo, computer science or computer engineering Management Inc. project coordinator. “Before COVID-19 we took a couple training classes a week. There’s fire alarms, suppressions, and sprinklers to cover.”

And just one year after receiving a low voltage technician certificate from Palm Beach State College, Acevedo is witnessing his industry on fire.

”The best decision I made was going back to school for a trade,” he said.

The low voltage technician industry is a diverse field and consumers are increasingly using digital technologies to control security, thermostats, lighting, intercoms, and entertainment systems. The result is a greater need for low voltage technicians.

“These systems have to work,” said Peter Shull, LifeSafety Management Inc. director of operations. “And they have to work especially when you’ve got more people staying at home.”

Every material and construction project has an optimum price point based on the scope of work and the parameters that you're constructing it to.  When someone asks you to think forward, how far into the future do you venture? Three years? Maybe five? Dare I say 10 years?
